British shipyards could build warships for America

A presidential memorandum lets foreign shipbuilders build the first two ships of a class abroad, if they later establish a US shipyard.

The Finland Model could apply to a new frigate competition, favouring mature designs like Britain's Type 26 and Type 31.

The plan also targets a fifth Navy yard, new submarine drydocks, and reforms at Naval Sea Systems Command to speed shipbuilding.
